Under the HITECH act, the ONC certifies Electronic Health Record (EHR) technology based on testing by “Authorized Testing and Certification Bodies” (ATCB’s). Eligible Hospitals (EH) and Eligible Providers (EP) must use certified software in order to be eligible for ARRA Stimulus funds. Dynamic Health IT, Inc. Hospitals and Health Systems |
The conventional path to HITECH certification involves purchasing and implementing a “certified” vendor EHR system and then using it in a production setting to satisfy Meaningful Use (MU) criteria. There is another option, however, that may be quicker and less costly for your health system and Dynamic Health IT can help you achieve it. The option is “self-certification”. Self-certification is not just for home-grown systems but, according to ONC: “It could also include a previously purchased Complete EHR or EHR Module which is subsequently modified by the health care provider or their contractor and where such modifications are made to capabilities addressed by certification criteria …” In many cases, self-certification is a more cost effective, less disruptive and faster means to gain certification status. Although there is work involved in preparing for and assisting in the testing and certification, this work is typically far less than upgrading to a vendor's "certified" version of the software. The one major difference is that the health care system, not the vendor, is responsible for getting the EHR software "certified". CCHIT, Drummond and ICSA Labs all feature self-certification options. Dynamic Health IT has received official HITECH Certification of their CCDConnect 1.0 application, which designates that the software is capable of supporting providers with meaningful use measures required to qualify for funding under the American Recovery and Reinvestment Act. CCDConnect 1.0, which met the requirements for EHR Inpatient modular certification, is a solution for vendors and hospitals to meet CCD/CCR requirements as well as HL7 related requirements (Public Health, Reportable Labs, and Immunization). CCDConnect 1.0, will enable our vendor clients to add the application's interoperability components to their modularly certified product offerings and will provide hospitals a cost-effective solution to meeting meaningful use for modules related to exchanging HL7 messages and Clinical Documents. For hospitals, purchasing pre-certified software eliminates the need to self-certify on those modules which saves time and money.
